I vote for Corroder. I posted my reasons why in my forum, so I'll copy-paste it here:
Now Corroder wins in the visualization department. He got that whole bloody industrial look to him complete with a gasmask and acid. That totally wins in my book. Also his looks was not only fashion, but function as well. Which I could not say for the rest of the Demon Subordinates such as Chopper's and the Scissor Siblings'. [Only Sledgehammer's made some sense.]
Also he totally ruined a perfectly good reunion moments in Clock Tower 3 in the best way possible. You just get a whole array of mixed emotions from seeing the Lands' happy and reunited, to Corroder busting in and completely changing that warm and emotional scenery to something dark and gut-wretching. Especially seeing as how he killed them by stuffing their bodies into empty barrels and washed them off with acid. Especially in a place where Albert makes toys, it gives you some meaning that even the most comforting place isn't the safest.
Not only did Corroder just done them in, but he was also sadistic enough to give Albert the same fate as his mother. To walk the plane blind, unable to ever see his mother again as she couldn't see him. Corroder had no remorse, no feelings, no nothing. He was cold, heartless, and quick to finish the job.
Also that I liked about him was how he was able to deceive a blind mother and her son; he lied and told them that he was a relative of their's. As he has done probably with several other people, try to act as a relative before robbing them blind [And literally too!] and ending their lives to ensure that they would keep silent. And also a perfect way to ensure that no evidence is left behind.
Also I loved it how he met his demise the same way as he done his victims in. Not to mention to be actually based off of John George Haigh is a plus! =3

I like Corroder too. Hes so sadistic and evil. Its not every day that you hear about a serial killer that uses sulfuric acid as his murder weapon.

Corroder and Sledgehammer were the only villains that scared me...
but Corroder was cooler.
Though the Scissor-siblings are awesome. I still go for Corroder, though.

Definitely, the dark man is the better character design in the whole game. Very scary.
The subordinates are all a bunch of clowns.

Both Sledgehammer and Scissorman.... But more Sledgehammer, i love his evil presence and the fact he killed a little girl by sledgehammer and has that freaky skin looking mask, he reminds me of Leatherface form Texas Chainsaw Massacre... Scissorman looks like a victorian jester in this CT... not a bad thing actually

Note: I'm new >__< I'm Lexy. I would have to say Ralph and Jemima ;D (Scissor twins) I thought that they were most interesting, their past, their look etc. They weren't the scariest, I always thought they were really funny, especially when Jemima would say "There you are! *Snip Snip*" XD! For me, the scariest was Sledgehammer, he looked so freakish with that fleshy mask. And how he would stomp and smash through doors. Corroder was really funny, how he always tried to sit on you. He was scary the first couple times around but I got used to him Double axe (Forget his name) was really freakish abducted a girl and sliced her up just because she didn't want to marry him XD. Burroughs kicked ass! I loved his clothes and his giant sword. Grr, It was so hard to beat him first time around and he always got on my nerves when he shouted "Go to hell!" >__< But my vote goes to the scissor twins.

I noticed he tends to be the most popular one.I have to say he looked kinda cool and evil in his first cutscene, but later it just turned out to be different and somehow silly..:)Oh well,its a fact that most of bosses arent really evil in CT3.But Slegdehammer seemed to be less 'funny'. And as Im offtopping more- I think i saw your nick either on deviantart or fanfiction site;)
