None of the versions I've mentioned are bootlegs -- all are from licensed companies. (Mobius, a board I recommended for research, doesn't even allow members to mention sites that offer bootlegs.) Most, however, are not from North America. Region encoding has nothing to do with bootlegging, of course; there's nothing illegal or unethical about owning DVDs from more than one part of the world.
One caveat: you need a region-free DVD player.
The problem: Because Phenomena, a niche film, was released on DVD by Anchor Bay in 1999, it's now out of print in the States. Bill Lustig's company, Blue Underground, was going to re-release it, but losses prevented him from continuing to be idealistic. Expect to see Phenomena re-released in high definition by Starz (who bought Anchor Bay) after Blu-Ray and HDVD have finished duking it out.
Two versions of the flick -- one from Medusa, the other, from Dragon -- are available from import sites such as xploitedcinema.com (don't worry, it's not an adult film venue -- the name refers to 70s exploitation films -- the sort Rodriguez and Tarantino paid homage to in Grindhouse). The Medusa version is better, but the Dragon can be found for $19.99.

By the way: CTTFF seems to be the most Argento-inspired of any game in the series. When Jennifer reads the note in the Hidden Room, the music sounds exactly like the Goblin score from Inferno! The visuals, camera movement and narrative in that scene (which I won't spoil) are a kind of homage. If you like that bit, then you owe it to yourself to see Suspiria and Inferno even if you can't locate a copy of Phenomena.

Update: Blue Underground has been releasing several Argento films of late. The Stendhal Syndrome has been newly restored and looks really good; the rest seem to be Anchor Bay ports. It's quite possible Lustig is planning to re-release Phenomena.
