honestly, here is the deal. Capcom is going to want to benefit from this movie as much as possible ad I am sure of it that they believe there won't be much profit from it. So to satisfy fans they are making a movie. Thank you Capcom. But on the other hand, Capcom didn't actually make the first few games themselves and they wouldn't want to have to like advertise for a dead company. Nor would they wanna release any fame towards Human if they don't have to. They soley bought the rights to Clock tower 3 and wanna base it off of there own creation, not another company that could benefit from them. Now I don't want Capcom to sound like a money greedy *CENSORED* because that isn't the intention. Let us juse hope that ticket sales are higher then expected because if that is the case then rest assured a sequel to three would be in the talks and they would be more willing to listen to fans knowing that there are plenty of fans out there. Now as far as how many fans there really are? I couldn't say, but I assume it's not to many over here as the game seems to have an obscure name. Japan is a different story as I have heard that Clock Tower is big BIG BIG!! So if a sequel was to be made because of high ticket sales, you may be emptying your pockets to buy an imported copy if they don't think that it was profitable enough in America.
Here is the deal though, I'm not a professional so taking my words literally to the dot could be the fall of you. I may be right, I may be wrong. It's honestly just what I believe it is. At the end of the day, it's still a business.
