I just wanted to know if the SNES and PS versions of CT are the same or if they are different.

Yes and no. There are two PS Clock Tower games. One is a port of the SNES game. Neither were released in the US, but you can play translations via emulator. The other PS game is a sequel to the SNES game and is, in my opinion, the best game in the series.

So the sequal you are talking about is it Clock Tower: The Struggle Within or Clock Tower:Ghost Head.
Let me try to understand.
Clock Tower comes out in Japan on SNES Clock Tower remake for PS Clock Tower 2 comes out in Japan on PS Clock Tower comes out in US on PS(Japan remake) Clock Tower:SW comes out in US
Is that close or am I off.
I hate the whole some games transfer from Japan to America and some other dont. It gets confusing

Wait I went to GameFAQS and I think I understand.
CT come out in Japan on SNES CT:FF(remake?) comes out in Japan on PS CT2(Japan) comes out in Japan, but in America as CT on PS CT2:The Struggle Within CT3
So does that make CT3 technically CT4 in Japan

It's more like this:
Clock Tower is released for SNES in Japan and later ported to the PS with a few additions, but neither game is released in the US.
A direct sequel, Clock Tower 2, is released in Japan. This one is brought to the US, but released as Clock Tower.
A third Clock Tower is released in Japan under the name Clock Tower: Ghost Head and centers around a new character. This game is brought to the US as Clock Tower II: The Struggle Within.
A fourth Clock Tower title is released in Japan and brought over to the US, but it is known as Clock Tower 3 in both countries.
So, all together, there are four different Clock Tower titles, but one is available only through emulator, assuming you want to play it in English.
Also, another Clock Tower game was in the making, but it was too different from the previous games and was released as a seperate, unrelated title known as Haunting Ground. Good thing, because it's really not very good, in my opinion.@_@
